'The main theme of this film is the challenge by a small group of people seeking to define their own future against a large bureaucracy trying to intimidate them. In another sense, the film is about the right of an Englishman to be French!

The story takes place just after the Second World War in the borough of Pimlico. It begins when an unexploded bomb explodes revealing a treasure trove of coins, jewels and a royal decree. This document turns out to be a royal decree in which Edward IV, the King of England, cedes a house and the surrounding area to Charles VII, the last Duke of Burgundy. This occurred when the Duke took refuge in the locality after the battle of Nancy in 1477. As this decree was never repealed Pimlico is still legally part of the French Duke of Burgundy estate.

Friction quickly developed between the British authorities and the residents of Pimlico over the treasure. The British government requires the residents of Pimlico to form a council for negotiations. Old Burgundy law stipulates that the current Duke must appoint the representatives of the council. At this opportune moment, a handsome Frenchman appears and claims the title.

It is not long before others outside Pimlico realize that the Borough of Pimlico is not subject to U.K. law such as the post-war rationing system. The UK Government cannot accept this blatant breach of UK law and isolates the Borough of Pimlico with barbed wire. In response, the furious residents stop a London Underground train as it passes through the borough and ask passengers for their passports.

The British government decides to sever relations with the Borough of Pimlico and invites the Pimlico residents to 'emigrate'. Few people accept this invitation, so the British government cut off the electricity, water and food supplies. Late one night, the residents of Pimlico hook up a hose to a water supply on the British side and they fill a large bomb crater with water. Unfortunately, this results in the flooding of the cellar where they keep their food supply. Deprived of food, the residents of Pimlico prepare to capitulate. However, at the last moment, the British public showed their support for the oppressed residents by throwing food parcels over the barbed wire fences. Additional supplies are brought in by helicopter, or they are parachuted in.

The attempt to starve the residents into submission becomes very unpopular with the British public and the British government is forced to find a solution to this situation. The question over the treasure is resolved when the treasure is loaned to Britain. The Borough of Pimlico incorporates itself into Great Britain and we see the return of rationing in the Borough.
